The Uttarakhand Cabinet swiftly approved the Uniform Civil Code (UCC) Uttarakhand 2024 bill, just days after the five-member committee, led by retired Supreme Court judge Ranjana Desai, submitted the draft report to Chief Minister Pushkar Singh Dhami. Today, Chief Minister Dhami is set to introduce the bill in the state assembly, fulfilling a key promise made by the BJP in its 2022 election manifesto.

With the BJP holding a comfortable majority of 47 members in the 70-member house, the bill is expected to pass easily through the assembly. Once approved, the legislation will be sent to the governor for final authorization and subsequently signed into law.
Anticipating potential clashes, the assembly session is likely to witness heated debates between the ruling BJP and the opposition Congress, especially since the latter expressed dissatisfaction over the decision to forgo Question Hour during the session. The Speaker of the Uttarakhand Assembly, Ritu Khandari, emphasized the national significance of the UCC bill and defended the decision to prioritize its discussion.
On Tuesday, the bill will be discussed in the House.
In response, Congress MLAs raised concerns over the procedural aspects of waiving Question Hour and argued that the current session cannot be classified as special since the House was not prorogued in the previous session.
Chief Minister Dhami, in support of the bill, highlighted its potential benefits for society as a whole. He emphasized that the entire nation would be closely watching the introduction and proceedings of the UCC bill in the state assembly.
Meanwhile, Union Minister for Law and Justice Arjun Ram Meghwal revealed that the Law Commission of India is currently examining the relevance of the Uniform Civil Code. He noted that discussions on this matter are not new, dating back to the Constitution’s creation. Meghwal highlighted the ongoing efforts in Goa and stated that the Uttarakhand government had approved the bill in the cabinet, awaiting the Law Commission’s reports for further action.
