Over the weekend, a committee in Dehradun presented the proposed Uniform Civil Law Commission (UCC) to Chief Minister Pushkar Singh Dhami.
At a ceremony at Mukhya Sevak Sadan, a panel led by former Supreme Court member Justice Ranjana Prakash Desai submitted the UCC draft to Dhami. Authorities increased their presence outside Dhami’s official residence in the hours before the draft’s submission.

After Saturday’s cabinet meeting, the state administration will officially approve the UCC draft. The House is expected to examine the text on February 6, making Uttarakhand the first Indian state to pass the UCC after independence.
Dhami tweeted that it is a “significant day” for the people of the state, as the UCC will contribute to “Ek Bharat, Shrestha Bharat” (One India, Best India).
In Dehradun, the UCC implementation committee is set to deliver its draft presentation at 11 a.m. today. Dhami tweeted in Hindi on Friday evening, stating that after reviewing it, they will bring a bill to implement the UCC in the state in the upcoming assembly session.
On this historic day, every resident of the state may take pride. Dhami projected that the government of Prime Minister Narendra Modi will take the nation to greater heights of prosperity after the success of “Ek Bharat, Shrestha Bharat.”
Justice Desai appointed a five-member committee in May 2022 to start the UCC drafting process. The UCC drafting team, including social activist Manu Gaur, former chief secretary of Uttarakhand Shatrughan Singh, and retired judicial Pramod Kohli, received four extensions, the latest being a fifteen-day extension in January.
Regardless of religious affiliation, the UCC will establish uniform regulations governing marriage, divorce, land, property, and inheritance.
In the 2022 assembly votes, the saffron party fulfilled a significant promise to the state’s voters by sweeping to power for the second consecutive term. Until 2000, no political party had succeeded in creating a state. The BJP pledged to legislate the UCC.
The decision to establish a committee for UCC drafting was made by the Dhami government in March 2022, at the first state Cabinet meeting after the BJP victory.
The committee studied laws controlling personal civil concerns of Uttarakhandi people, proposing amendments to existing laws on marriage, divorce, property rights, succession/inheritance, adoption, maintenance, custody, and guardianship.

Civil Law Commission, this vow was fulfilled during the consecration of the Ram temple. Dhami expressed deep appreciation to Prime Minister Modi, stating, “The people of this country have been waiting for this report for a long time, and finally work has started on UCC.”
